20 <br />VOTE: Unanimous <br />MOTION made by Nicole Graysmith made a motion to change Article III, Section B4 to read "A <br />member shall serve either until the end of his or her term or a voluntary resignation, in writing, is <br />submitted to the Secretary of the Board, except that a member may continue to serve until <br />replaced." Brian Dobyns seconded the motion. <br />VOTE: 10 Ayes; 1 Nay (Noah Ranells) <br />Hunter Schofield: We need clarification on page 7, Section E. <br />Robert Davis: You can't abstain unless you are excused for having a personal financial interest <br />in the topic. The wording was added by the County Attorney. <br />Craufilyd Goodwin: Is the implication of #1 that the individual makes a decision whether or not <br />they have a financial interest? <br />Robert Davis: They use their own consciences. Staff will be available to consult on this <br />situation. <br />Hunter Schofield: Clarification would be in order for this prior to next month's meeting. We <br />need to codify the agenda setting procedure with priorities. <br />Nicole Graysmith: I'd like to know the legal rationale for' member 3. <br />AGENDA ITEM #10: SECTION 3 -REPORT ON 7HE RURAL CHARACTER AND FARMLAND <br />PROTECTION WORK GROUP <br />The Board will receive a report on the discussions of the Rural Character <br />and Farmland Protection Work Group. <br />Presenter..Tay Bryan and Brian Dobyns <br />.Jay Bryan: Let's discuss attaclunent 2 (list of recommendations).. How many of these items <br />would be supported by members of the Planning Board? <br />Ted Triebel: On attachment 1, paragraph 4 states that in some cases mentor farmers are <br />compensated for their time and expertise. Who compensates them? <br />.Tay Bryan: The programs in some places provide that they are compensated. <br />Noah Ranells: I can check on the program in Orange County, but I don't think it is formalized. <br />Craig Benedict: This is not handled tluough the Planning Department. <br />Ted Triebel: On attachment 1, paragraph 9, is the "cash payment" based on fair market value? <br />Brian Dobyns: A portion of the Fair Market Value. <br />7 <br />
