I have further revised the <br />attendance section to conform with the Board of Commissioners' <br />Policies and Procedures Governing its Appointments to Various <br />Boards and Commissions and to clarify the process and substance <br />for an excused absence. I have no particular insight into what <br />absences, other than those specifically listed, should be <br />excused. I recommend a common sense approach. I have also <br />changed, back to the way I originally revised it, the member <br />service rule because a member can serve beyond a term expired <br />because each member serves until their successor is appointed <br />and qualified unless the member resigns at the end of an <br />appointment term. <br />The provisions of the Rules related to excusing members <br />from voting for conflicts of interest, including the voting <br />process for determining whether a Board member should be <br />excused, track the rules governing voting by members of the <br />Board of Commissioners. This method is being recommended because <br />(1) the Board of Commissioners, generally speaking, wants its <br />Advisory Boards to follow its lead and (2) excusing a member <br />from voting to avoid the appearance of a conflict moves the <br />analysis for excusing a member into a subjective arena not <br />consistent with the responsibilities of the Planning Board. <br />
