Collection service may occur on all holiday except for Thanksgiving, Christmas Day and New <br />Year's Day, but these days are to be made up either before or after the holidays such that no participant <br />skips weekly service. <br />5.3 TRAINING PROGRAM <br />Contractor must prove collection personnel are fully familiar with the range of Personal Protective <br />Equipment {PPE} available, are trained in the use of said PPE, and that personnel know what types of <br />PPE to use for specific tasks. <br />5.4 DART STORAGE, DISPOSAL AND PROCESSING FACILITIES <br />5.4.1 Cart Storacre <br />The Contractor must specify how cart inventory will be maintained and where carts will be <br />stored to ensure quick delivery for new participants or replacements carts as needed. In the <br />proposal, Contractors should describe cart washing materials, as well as dumpster inventory <br />available to the Contractor. Sufficient inventory of collection carts, dumpsters or other <br />approved containers shall be available to replace inoperable equipment within two working <br />days of the equipment failure. Sufficient and appropriate collection container inventory to <br />add projected new sites shall be available at the beginning of each contract year or at least <br />thirty days prior to proposed addition of each site. <br />5,4,2 Disposal and Transfer Facilities <br />The Contractor must specify the facility or facilities where organic waste material will be <br />hauled to, processed and, if applicable, any transfer stations that will be utilized, through the <br />term of the agreement. If the Contractor is wishing to contract with a third party facility, the <br />facility must cover the full duration of the term of the agreement and have the ability to <br />accept one hundred percent (100 %) of the County's program's organic waste materials for <br />the full term. <br />Contractors are required to describe facilities that will be used to include cart storage, <br />vehicle and equipment storage, hauling costs, and processing costs as detailed in Sectlon <br />11. <br />The Contractor must also document that the organics waste materials processing and/or <br />transfer facility is fully operational, has all required permits, is not operating under any <br />unresolved notice of violations or cease and desist orders. Contractor must prove the facility <br />meets all local, state and federal environmental protection rules, regulations and laws, and <br />can process organic waste that results in residue no greater than ten percent (10%) by <br />weight, and produce marketable compost acceptable for sale by the County. <br />The County reserves the right to inspect each Contractor's facilities at any reasonable time, <br />during normal working hours, with prior notice, to determine that the Contractor has a true <br />place of business and is a responsible Contractor. <br />15 <br />RFP No. 5247 <br />
