DocuSign Envelope ID: 7796CD94- 342E- 40D0- B7C3- A2B604F926B4 <br />ORANGE COUNTY Department of Solid Waste Management <br />3.1 CONTRACTOR EDUCATION AND OUTREACH RESPONSIBILITIES <br />Contractor responsibilities as it relates to education and outreach materials shall require County <br />review and written approval on all matters, specific responsibilities should include but are not limited <br />to; <br />• Develop and distribute education and outreach material in partnership with the County, at <br />minimum one brochure, poster, or other appropriate print material at minimum upon the <br />Contract's start and as requested by the County. <br />• In- person pre - arranged site visits by qualified trained staff visit (outside of a scheduled <br />collection time), prior to the Participant beginning collection services, and every other year to <br />existing participants; <br />• Professionally produce with County participation and approval, an educational training video <br />in appropriate languages for new participants; video will need the ability to adjust for <br />different audiences i.e. for schools rather than for restaurants, <br />• Develop an on -going monitoring program to maintain quality control of organic waste stream, <br />and to ensure capacity needs are being met <br />o Right size containers and collection frequency as needed for new and existing <br />participants while reporting any changes to the County; <br />• Develop and distribute a clear non- collection tag listing out problems that occurred and why <br />collection was not completed; <br />• Provide quarterly education and outreach program; <br />• Educate and train staff, residents and custodians in partnership with County staff on the best <br />practices for organic waste reduction and diversion; <br />• Quarterly meetings with the County to review, at minimum, program performance, current <br />and anticipated activities, specific outreach performed, change in services levels. Following <br />the initial contract year, the frequency of meetings may be reduced to an annual basis. <br />• Following discovery of any collection containers with contaminants, the Contractor shall call, <br />meet, or electronically mail participants within one - working day or 24 hours of the discovery <br />of contaminated collection materials and suggest remedy of the specific collection mistakes <br />as well as develop and deliver a protocol to prevent future contamination. Within 3 working <br />days following the overall communication with the owner /operator of the contaminated site, <br />the County should be made aware of the correspondence and outcome; <br />3.2 COUNTY EDUCATION AND OUTREACH RESPONSIBILITIES <br />• Review and approve education and outreach material as developed by Contractor; <br />• Present educational training video to new participants in partnership with Contractor; <br />• Follow up with participants the ensure on -going education is provided by Contractor; <br />• Assist and review Contractor as it relates to quarterly educational program; <br />• Check in with Contractor as it relates to collection frequency, right- sizing and other collection <br />related issues; <br />13 <br />RFP No. 5247 <br />
