Currently organic <br />waste is hauled to Brooks Contracting at 1195 Beal Road in Goldston, North Carolina. Contractors are <br />responsible for describing in detail the transportation and processing of the organic waste material <br />collected. The location where the organic waste material is taken for processing or any immediate <br />transfer must be notated and described in the proposal. <br />2.6 CURRENT PROGRAM DATA <br />The current program has 51 participants. Table 2 in Attachment F provides data for calendar year 2017. <br />The service schedule is also included. Limited effort in the last three (3) years was ,performed educating <br />and encouraging new participation. It is the expectation that tonnage will increase throughout the terms <br />of the next contract rather than remain consistent as in years past. As seen in Table 3, in Attachment G, <br />tonnage, along with participation, has been higher in past years. Table 3 includes data based on the last <br />ten calendar years and rounds to the nearest ten (10) tons. <br />2.7 PROPOSED SERVICES <br />Collection services included in this procurement process are to be provided in Orange County North <br />Carolina, and that part of the Town of Chapel Hill within Durham County, to commercial, government, <br />institutional and other entities, as approved by the County, wishing to participate in organic waste <br />material collection. Following Board of County Commissioners approval, collection services will begin on <br />or around duly 1, 2018. Upon the County's option, and if proposed, County may instead arrange for <br />providing a base term of five (5) or ten (10) years dependent on pricing submitted in Attachment I. <br />The County is proposing that the following collection services be provided with minimal disruption to <br />businesses. Therefore, as part of the transition plan in Section 9, it is required to discuss the <br />methodology proposed to minimize the impact of any operational change that may occur. <br />The Contractor should also note that the County is interested in providing these services in the most <br />sustainable manner possible, such as, but not limited to, providing or coordinating usability or access to <br />the following: <br />• Facilities for processing organic waste that at ail times meet or exceed all federal, state, and <br />local permitting requirements; <br />• Incorporating County approved education and outreach programs to further the success of the <br />County's organic waste collection program and to contribute to the County's waste diversion <br />goals; <br />• Educating service recipients on the benefits of diversion program participation through a robust <br />and thorough public education and outreach program with at least initial outreach to be <br />conducted in coordination with and approval by the County, and providing on -going education to <br />be completed by the Contractor as directed by the County; <br />• Environmental stewardship, including use of local vendors, products and innovative 'green' <br />approaches to providing services; <br />10 <br />RFP No. 5247 <br />
