No claim may be made by the Contractor that the <br />scope of work or that the Contractor's services have been changed requiring adjustments to <br />the amount of compensation due to the Contractor unless such adjustments have been <br />made by a written amendment to the Contract signed by the County and the Contractor. if the <br />Contractor believes any particular work is not within the scope of the contract or is a material <br />change or otherwise will call for more compensation to the Contractor, the Contractor must <br />immediately notify the County via electronic mail. The Contractor must provide the amount of <br />additional compensation requested, together with the basis and documentation supporting <br />the claimed amount. <br />1.13 STATEMENT OF GOALS <br />It is the intent of the County to provide organic material collection and provide fully processed compost <br />that incorporates the collected organic material, to sell to residents, with the following goals in mind: <br />• Provide an integrated, comprehensive, and customer - friendly service to commercial, <br />government, institutional, multi -unit housing, and other designated entities in order to provide <br />organic waste material collection to be conducted with professionalism and a high level of <br />accountability and management services; <br />• Increase the County's overall material to landfill diversion rate by expanding the existing organic <br />material collection program; <br />• Encourage collection and routing efficiency; <br />• Educate participants to utilize organic waste material collection services and organic waste <br />diversion and reduction so as to ensure proper participation, minimize contamination, reduce <br />waste generation and increase organic diversion rates; and <br />• Provide high - quality organic material collection services at a reasonable cost. <br />1.14PURPOSE OF SOLICITATION <br />The purpose of this request for proposals is to obtain a highly qualified Contractor to provide the <br />commercial organic waste material services to, at minimum, the County's existing 51 businesses. <br />Service will include collection, hauling, processing, and providing organic waste receptacles and re- <br />delivery of the finished compost product to the County for resale or use. In addition to its existing <br />services, the County would like to consider contracting for future organic waste material collection <br />program expansion to include government entities, all willing school cafeterias throughout the County <br />School system, multi -unit dwellings, and other entities as funding and interest allows. <br />1.15 SUMMARY OR REQUEST SERVICES <br />The County has proposed the following services to be provided by the Contractor. The following is a <br />summary; more detail on current services can be found in Section 2.3 of this RFP.. <br />1.15.1 General Services <br />• Use of 35 and 65- gallon organic waste material collection carts and small dum;psters {typically 2- <br />4 cubic yards }; <br />• At all location, collection of organic waste material from County provided current list of <br />commercial participants within grange County through use of contractor provided collection <br />vehicles and contractor provided or approved containers; <br />6 <br />RFP No. 5247 <br />
