ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 14, 2005 <br />Action Agenda <br />Item No. 4 <br />SUBJECT: Discussion of Next Steps Related to 60-40 Capital Funding Policy <br />DEPARTMENT: Manager/Budget PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />None John Link or Rod Visser, ext 2300 <br />Donna Dean, ext 2151 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To discuss how to proceed with reviewing and choosing among options for <br />implementing the Board's policy related to school and County capital funding. <br />BACKGROUND: At the Board's March 31, 2005 work session, the Board received a <br />presentation from staff regarding options to "operationalize" the BOCC's November 2004 policy <br />that earmarks 60 percent of capital funding for school projects and 40 percent of capital finding <br />for County projects for the next ten years. The Board noted that the options are quite complex, <br />and that additional time would be needed by the Board to fully understand the implications of <br />the various options, and to reflect, deliberate, and decide among them. <br />The Board may wish to discuss a timeline for considering further the options and for making a <br />decision regarding how to implement the policy, The recommended school and County Capital <br />Investment Plans for 2005-15 will be developed based on the revenue estimates and funding <br />allocations associated with the particular option chosen by the Board of Commissioners. There <br />is time tentatively slated at the Board's April 20, 200.5 work session far the Board to review <br />whatever information and ask whatever questions may be needed to gain sufficient <br />understanding of the options upon which to base a subsequent decision, A substantial portion <br />of the April 26, 2005 joint work session between the BOCC and the two Boards of Education is <br />also slated tentatively for review and discussion of the 60-40 capital funding policy so that the <br />school boards can gain a similarly detailed understanding of the policy implications of the <br />various options presented to the Commissioners, <br />No decision regarding the 60-40 capital funding policy is expected at this April 14 work session. <br />FINANCIAL IMPACT: There is no financial impact directly related to the discussion of this <br />item at this meeting, Staff plan to review in mare detail at the next BOCC work session the <br />
