Other Business <br />Annette Moore shared with the AHAB board that the Annual Work Plan is due. Ms. Moore suggested <br />to recess the meeting and finish the meeting on Monday, March 20, 2017 so the board could have <br />more input on the Annual Plan. Ms. Moore introduced the board to Renee Holmes as the new staff <br />person assigned to the AHAB board. Ms. Moore discussed the HUD budget and that they would <br />possibly eliminate HOME and CDBG funds. A letter has been sent to David Price about this issue and <br />Home and CDBG will be in the HOUSE budget. <br />Ms. Holmes stated that Orange County is the entitlement community that receives HOME funds from <br />HUD. Each year the partner nonprofits apply for the HOME dollars. Most of the money is used for <br />homeowner assistance, rehabilitation, tenant based rental assistants and acquisitions. The Orange <br />County Home Consortium made recommendations for the awards. The recommendations for the <br />awards are: Habitat for Humanity, $250,000, Rebuilding Together the Triangle, $33,680, <br />Empowerment acquisition for a rental property for $82,000 and the Rehab program for $65,900. <br />These recommendations will go to the BOCC for final approval. Ms. Holmes shared with the board <br />that another funding source is North Carolina Housing Finance Agency. They have a rehabilitation <br />program and we received funding in 2008, 2011, and 2014. She stated that we have been very <br />successful with the NCHFA. <br />The meeting was recessed at 7:15 p.m. until March 20th at 6:00 p.m. in Hillsborough at the Department <br />of Housing Human Rights and Community Development office. <br />Patsy Barbee, Chair, called the meeting called back to order at 6:15 p.m. <br />Ms. Barbee asked if everyone had a chance to look at their Outside Agency packet of information and <br />she explained the scoring process. The board proceeded to score each outside agency. They did <br />scores for Community Home Trust, Empowerment and Habitat for Humanity. The board discussed <br />each one and gave total scores for each agency. <br />Ms. Moore stated that the Affordable Housing Strategic Plan has not been approved by the BOCC. It <br />will be looked at in sections and pass by issues rather than the whole document. The board agreed to <br />make the Affordable Housing Strategic Plan a part of their Annual Work Plan. It was suggested to look <br />at the plan and break it down into sections and discuss as a board. <br />The board discussed goals for the work plan for next year. There was also discussion to have a joint <br />meeting with the Orange County Housing Authority. Ms. Kinnaird stated that she would like to <br />concentrate on rentals and landlords. Ms. Kinnaird made a motion to study rental housing in Orange <br />County and engage various groups that are actively involved in the rental business.
