Ms. Moore provided a copy of the executive summary of the Annual Action Plan which is out for comment. She <br />will email a copy of the rest of the plan because it over 100 pages. <br />Renee Holmes provided highlights about the Annual Action Plan. The plan is implemented every year. The <br />consortium includes Orange County, Town of Hillsborough, Carrboro and Chapel Hill. HOME is investment <br />partnership recipients from HUD. The consolidated plan is done every five years to let everyone know what we <br />plan to do with the HOME funds received. Each year the consolidated plan is updated. It typically operates on the <br />prior year and receives applications from the nonprofit community for HOME funds. Recommendations are <br />received from the consortium which is made up of elected officials from each municipality and staff. This year we <br />plan to receive $348,265. Applications have been received from Habitat, Rebuilding Together of the Triangle, <br />Empowerment and Orange County Rehab. Habitat requested $250,000 for second mortgage assistance. <br />Rebuilding Together of the Triangle received $33,680 for home repairs. Empowerment received acquisition funds <br />in the amount of $82,000 and Orange County Rehab received $65,900 and our administration amount is $34,827. <br />Ms. Holmes state that there is a thirty -day comment period and we will take this to the Board on the June 6th <br />meeting for approval. Ms. Holmes stated that the greatest needs are for seniors, affordable rentals and rehab. <br />Budget Update <br />Ms. Moore stated that the Manager's recommended budget approved both new positions for the Housing <br />department. The positions will begin in January. She also stated that the bill to remove Orange County impact fees <br />passed the House and is going to the Senate. That is about 2.8 million dollars of revenue and it may impact us in <br />the future. There were cuts in the HHRCD budget and they were around temps, travel, training for employees and <br />contract services. There was discussion of the pros and cons of impact fees. <br />New Applications <br />Noah Oswald led the discussion on reviewing applications for new members. The applications were discussed and <br />the board agreed to consider Keith Cook, Mae McClendon, Allison Mahaley, Douglas Boemker, Jenn Sykes, Cain <br />Twyman, Jennifer Moore and Daniel Lassiter. Mr. Oswald stated that there is not a quorum, but ask the BOCC to <br />consider as many that will accept the position. The board agreed. There was discussion of having someone on the <br />board that lives in affordable housing. <br />Ms. Moore gave update on the search for the new Director of Housing, Human Rights and Community <br />Development.
