Stat, § 158-71(a) to make <br />appropriations for aiding and encouraging the location of manufacturing enterprises and <br />increasing the business prospects of the County and to fund these appropriations by the levy of <br />property taxes and by the allocation of other revenues whose use is not otherwise restricted by <br />law; uid <br />
