Affordable Housing Advisory Board <br />300 West Tryon Street Room 250 <br />Hillsborough, NC 27278 <br />Tuesday, December 13, 2016 <br />Minutes <br />Members Present: Patsy Barbee, Chair; Nannie Richmond, Tammy Jacobs, Joshua Brown, Narayanan <br />Venkatakrishnan Palikad and Noah Oswald <br />Excused Absence: Arthur Sprinczeles, Eleanor Kinnaird, Daniel Bullock, Alex Nickodem <br />Unexcused Absence: Adrian Moreno, Kolby Herndon <br />Staff Present: Audrey Spencer - Horsley, Director and Angela Rockett, Administrative Assistant <br />Welcome /Introduction <br />The AHAB Chair Patsy Barbee, called the meeting to order at 6:12 pm. <br />Approval of Minutes <br />Minutes were tabled due to lack of quorum. <br />Department /County Report <br />Audrey Spencer - Horsley discussed the priorities the Board of Orange County Commissioners (BOCC) <br />approved for income targets for the use of county funds for county owned land and the bond approved <br />by referendum in November 2016. She provided copies of the income targets and scoring criteria. She <br />advised that the BOCC decided not to have a CAP for each income category except for households with <br />incomes over 60% to 80 %; a 20% cap on funds was established. She also discussed the evaluation <br />criteria that was revised and updated from the previous bond criteria. She reviewed the scoring process <br />that will be used for project proposals for the bond funding. The greatest number of points is for <br />projects that provide affordable housing for people at the lowest incomes and with special needs. <br />Some of the criteria the BOCC discussed as important were universal design and accessibility to basic <br />services, energy efficiency and access to transportation. The BOCC also wanted to make sure that <br />people in the rural area of the county have an opportunity to be assisted. Community systems in rural <br />areas will be added to points to be given in the scoring process. The AHAB discussed the criteria and <br />asked questions including community design which address for example the quality of appearance and <br />impact on the environment. The BOCC would like to see mixed incomes and types of housing <br />throughout the county. An applicant must meet a minimum score and have points in each category. <br />Ms. Spencer - Horsley informed the AHAB about the role of the AHAB in the project approval process and <br />that two members of the AHAB would serve on the project selection evaluation team. There will be a <br />staff technical team and two members from AHAB that will provide recommendations to the BOCC <br />through the county manager to forward to the BOCC for consideration of approval.
