Ms. Spencer-Horsley discussed the Annual Report that is due from the Advisory Boards and <br /> Commissions to the BOCC in December. She said she will bring a list of highlights for the draft to the <br /> next meeting. At the next meeting, she said there will also be an overview of the revisions and <br /> recommended amendments to update the HCV Administrative Plan. The Administrative Plan is the <br /> document that provides the guidelines and direction on how the HCV Program is administered. It <br /> covers.for example how we manage the waiting list, persons/households eligible and preferences for the <br /> HCV Program, how to handle complaints and what is included in the packet of information given to <br /> clients. The Administrative Plan was last amended in 2013. There are several new HUD requirements <br /> and notices by HUD that will be incorporated into the Plan. <br /> Ms. Spencer-Horsley reported that the BOCC via the county attorney is concerned about advisory board <br /> meetings being located where there is capacity for other interested persons to attend,particularly where <br /> there may be anticipated greater community interest than routine meetings. The meetings should be able <br /> to accommodate the public if they want to attend. <br /> 3 <br /> Financial Report <br /> Ms. Spencer-Horsley reviewed the financial report. There are 564 vouchers since the last of September. <br /> i <br /> There are 15 vouchers still on the street that did not find housing and 75 new applicants have been <br /> pulled from the waiting list. These applicants are in the process of eligibility determinations and <br /> briefing. She said that a search list for tenants has been instituted to indicate where applicants have <br /> looked and what they were told for future reference on helping applicants locate housing and what is <br /> available. Ms. Spencer-Horsley said that she would like to discuss as a part of the Administration Plan <br /> discussion on people who are not successful in finding housing and to what extent they can have another <br /> chance to assist where eligible. Applicants currently have 60 days and can receive a maximum of 120 <br /> days to look for housing. Ms. Spencer-Horsley stated that the Orange County Housing Coalition has <br /> requested funding for a Housing Locator position to help clients with locating property to rent. <br /> Ms. Spencer-Horsley said she will identify sample templates for resolutions for OCHA meetings and <br /> start use in January for OCHA action items. <br /> t <br /> Other Business <br /> F <br /> This is the last meeting for Mark Marcoplos with the OCHA Board. Evelyn Johann thanked Mr. <br /> Marcoplos for his service on the OCHA Board.
