ORANGE COUNTY HOUSING AUTHORITY BOARD <br /> October 19, 2016, 6:00 PM <br /> Southern Human Services Center, Conference Room D <br /> 2501 Homestead Road, Chapel Hill, NC 27514 <br /> Minutes <br /> Members Present: Daniel Bullock; Evelyn Johann; Mark Marcoplos, Tammy Jacobs, Gina James <br /> Excused Absence: Jean Bolduc, Chair and Diane Beecham, Vice-Chair <br /> Staff Present: Audrey Spencer-Horsley, Director/Secretary, and Angela Rockett, Administrative <br /> Assistant,Alicia Jones,Housing Programs Manager <br /> Welcome/Introduction <br /> Evelyn Johann called the meeting to order at 6:13 pm. <br /> Approval of Minutes <br /> Gina James made a motion to approve the minutes of Wednesday, September 21, 2016 and Mark <br /> Marcopolos seconded the motion and the minutes were approved unanimously. <br /> Department Report/County Report <br /> G <br /> Audrey Spencer-Horsley announced that no date has been set for the next Affordable Housing Advisory <br /> Board(AHAB)tour. It will be after the election and possibly on a week day and will be shorter; a half <br /> day. Ms. Spencer-Horsley and Ms. Alicia Jones are scheduled to meet in November with the Homeless <br /> Coordinator for the Partnership to End Homelessness with regards to establishing a homeless preference <br /> under the Housing Choice Voucher Program (HCV). Ms. Spencer-Horsley said there needed to be a <br /> community process for intake, assessment and coordination and supportive services for people that need <br /> in order for this population to stabilize in permanent housing. <br /> Ms. Spencer-Horsley updated the OHCA on the Proposed Affordable Housing Strategic Plan and noted <br /> that at the November 1, 2016 meeting of the Board of County Commissioners (BOCC), the BOCC is <br /> scheduled to finalize target populations and the project evaluation criteria for county funding including <br /> the Bond to be voted on during the Elections November 8t'. Also,the BOCC has-requested and staff is <br /> working on strategies for mobile homes and land banking for affordable housing. <br />
