ORANGE COUNTY <br />ORANGE UNIFIED TRANSPORTATION BOARD <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 16, 2018 <br />Action Agenda <br />Item No. 6.a. <br />SUBJECT: Bicycle Safety Implementation Subcommittee (BSIS) Report <br />DEPARTMENT: Planning and Inspections <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Abigaile Pittman, Transportation /Land <br />Use Planner, 919 - 245 -2567 <br />PURPOSE: Receive a report on the recent activities of the BSIS. <br />BACKGROUND: Since the BSIS update at the OUTBoard's April 18 meeting, the <br />subcommittee has been busy working on the following activities: <br />• Production of Final Campaign Video PSA <br />Filming of the fourth and final bicycle safety video PSA on April 29. This PSA is titled <br />`Reluctant Driver' and addresses that when safe for the cyclist to do so, a cyclist can <br />facilitate passing by pulling over. Orange County Commissioner Renee Price posed as <br />the driver for this video. <br />have been promised by the producers that the "pre- cuts" of the video PSA's listed below <br />will be available to be shown at the May 16 OUTBoard meeting: <br />1. It's Never Too Early' addressing teaching young children about bicycle safety and that <br />when passing a bicyclist in a no- passing zone, the operator of the passing vehicle <br />must allow four feet of space or change lanes; <br />2. `Reluctant Driver' addressing that when safe for the cyclist to do so, a cyclist can <br />facilitate passing by pulling over; <br />3. `Emergency Vehicles' addressing that cyclists must always pull over and stop for <br />emergency vehicles using its sirens and lights; and <br />4. `Passing Groups' addressing that riding two abreast is legal in North Carolina and can <br />often create more visibility and shorten the passing distance needed. <br />• Campaign Update Received by BOCC <br />On May 1, the Board of County Commissioners (BOCC) received an update on the <br />activities of the BSIS in the form of an Information Item. <br />• Campaign Signage <br />Our BSIS budget allowed for the purchase of fifteen (15) road signs. The Campaign signs <br />will be metal and present the Campaign logo. Eight (8) of these signs will be co- located <br />with the County's proposed Rural Buffer signs. Encroachment agreements will be <br />required for the NCDOT road signs, subject to BOCC review prior to submission. <br />35 <br />
