Part IV. Summary of Gaps and Barriers in the Continuum of Services <br />o While Orange County is not large, transportation is a barrier for many youth, especially <br />those in Northern Orange County where public transportation is limited. Additionally, <br />the cost of gas is an inhibitor to accessing services, including court ordered sanctions and <br />therapy sessions. One of the major services providers has reduced services in the home. <br />o Young people and families needing bi- lingual mental health and substance abuse services <br />often experience waitlist for services due to the scarcity of bi- lingual therapists and <br />language interpretation. There are no mental health or substance abuse services available <br />for undocumented youth. <br />o While Orange County does have a domestic violence service provider, the services <br />offered are limited and are targeted more towards adults experiencing it as victims. <br />There are no services offered to children /youth who experience or witness discord or <br />violence in their homes. <br />Part V. Proposed Priority Services for Funding <br />The committee compared the services needed to address the elevated Juvenile Risk Factors and <br />Juvenile Needs with services currently available in the community. Services which are currently <br />available in the community and sufficient to meet the needs of court involved youth or those <br />youth most at risk for court involvement are not considered as a priority for JCPC funding. <br />The Committee proposes that the following service be approved as the funding priorities <br />for FY 18 -19: <br />1. Restitution/Community Service <br />2. Assessment /Treatment Programs for Un/Underinsured (including Substance Abuse; <br />Trauma Based Therapy) <br />3. Teen Court <br />4. Temporary Shelter Services (specifically Emergency Shelter) <br />5. Parent/Family Skill Building <br />6. Mediation/Conflict Resolution (including School Based) <br />7. Interpersonal Skill Building <br />8. Mentoring <br />9. Tutoring /Academic Enhancement <br />
