Regular Agenda <br /> <br />a. Request for Approval of the HOME Community Housing Development <br />Organization (CHDO) Set-Aside Award <br />The Board considered voting to adopt and authorize the Chair to sign a Resolution <br />approving the HOME Community Housing Development Organization (CHDO) Set-Aside Award <br />to Community Home Trust (CHT); and authorize the County Manager to execute the necessary <br />agreement(s) with Community Home Trust (CHT) after consultation with the County Attorney. <br /> <br />Sherrill Hampton reviewed the information below: <br />BACKGROUND: <br />The Orange County HOME Consortium, now known as the Local Government Affordable <br />Housing Collaborative, consists of Orange County, the Towns of Carrboro, Chapel Hill, and <br />Hillsborough. The County serves as the lead member of the Consortium. <br /> <br />The Orange County HOME Program has $63,200.30 in remaining FY 2016 and FY 2013 <br />HOME funds, which are available for eligible activities to be administered by a Community <br />Housing Development Organization (CHDO). Of the aforementioned total available funds, <br />$46,529.40 is available for project activities and $16,670.90 is available for CHDO operating <br />funds. <br /> <br />In an effort to ensure that all remaining funds from the applicable fiscal years are obligated <br />and/or spent by the August 31, 2018 deadline, a request for proposals (RFP) was released on <br />April 13, 2018, requesting applications from nonprofit housing providers eligible as CHDOs. <br />Community Home Trust (CHT) responded to the RFP and submitted an application to provide <br />assistance for up to five (5) first-home homebuyers whose total household income does not <br />exceed eighty percent (80%) of the Area Median Income. In addition, CHT also requested <br />CHDO operating funds to defray expenses associated with the sale of the units. <br />The Collaborative met on May 22, 2018 and voted to recommend approval of the award to <br />CHT. <br /> <br />Sherrill Hampton said Robert Dowling from CHT was unable to attend tonight but he is <br />appreciative of this opportunity. <br /> <br />A motion was made by Commissioner Price, seconded by Commissioner Burroughs for <br />the Board to: <br /> <br />1) Adopt and authorize the Chair to sign the attached Resolution approving the HOME <br />Community Housing Development Organization (CHDO) Set-Aside Award to Community <br />Home Trust (CHT); and <br />2) Authorize the County Manager to execute the necessary agreement(s) with Community <br />Home Trust (CHT) after consultation with the County Attorney. <br />
