ORANGE COUNTY BOARD OF COMMISSIONERS <br />A RESOLUTION DEDICATING <br />THE DEPUTY JODIE R. STRICKLAND MEMORIAL <br />BOMB DETECTION CANINE PROGRAM <br />WHEREAS, Deputy Jodie R. Strickland faithfully served the residents and visitors of <br />Orange County for 17 months through the Orange County Sheriffs Office as the School <br />Resource Officer far A. L. Stanback Middle School; and, <br />WHEREAS, Deputy Strickland exhibited a love for animals and children while on duty <br />and in her personal life; and <br />WHEREAS, the United States Congress authorized the United States Department of <br />Homeland Security to provide federal Homeland Security grant funding to local <br />governments for the protection of residents from potential foreign and domestic terrorist <br />threats; and <br />WHEREAS, Orange County experienced 25 bomb threats in 2004, frequently at <br />schools in the County; and <br />WHEREAS, the interdisciplinary Orange County Homeland Security grant planning <br />committee recommended allocation of funding for an explosive detection canine <br />program to be administered through the Sheriffs Office; and <br />WHEREAS, Deputy Strickland was to be the first officer to administer the local <br />program and was in charge of the program, but died before its implementation; <br />NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of <br />Commissioners hereby recognizes the sincere dedication that Deputy ,)odie R. <br />Strickland exhibited in her personal and professional duties and wishes to honor her <br />memory by establishing the "Deputy Jodie R, Strickland Explosive Detection Canine <br />Program" and authorizes the Sheriffs Office to implement the program. <br />Adopted this, the 12th day of April, 2005. <br />Moses Carey Jr., Chair <br />Orange County Board of Commissioners <br />
