Strickland <br />Memorial Bomb Detection Canine Program". <br />BACKGROUND: The United States Department of Homeland Security (DHS) awarded the <br />State of North Carolina funding for equipment, exercises, and training through the FY 2003 <br />Supplemental Department of Homeland Security State Homeland Security Grant Program, <br />previously accepted by the Board on February 3, 2004, The program is designed to improve <br />domestic preparedness through the purchase of equipment far first responders, and providing <br />funding for training exercises and training classes, <br />The Homeland Security Grant Coordination committee determined there was a need for the <br />Sheriffs Office to have an explosive detection canine for bomb threat situations, as well as <br />terrorism prevention situations, The Committee also determined that the dog would be able to <br />be shared with agencies throughout the County for such prevention and detection efforts. The <br />North Carolina Department of Crime Control and Public Safety awarded funding to support this <br />undertaking, The Department of Emergency Management is the grant funds manager and has <br />coordinated with the Sheriffs Office on this project. <br />County staff, headed by the late Deputy .Jodie Strickland, developed a needs list to bring the <br />program to fruition. The list has since been completed and is now ready for implementation, <br />FINANCIAL IMPACT: The existing FY 2003 Supplemental Department of Homeland Security <br />State Homeland Security Grant Program funding will cover up to $28,000 of the pragram costs, <br />
