<br />the schematic and developmental design of the project begins in earnest so as to take <br />advantage of scope and related cost information provided by the CMAR. <br /> <br />The project program is developed as a collaborative partnership (County, Designer, CMAR) <br />through a pre-construction phase process and, when pricing is ultimately agreed to by the <br />parties, it is set in writing as the Guaranteed Maximum Price (“GMP”) and becomes the basis of <br />the CMAR contract, which binds the project to the agreed upon price unless Orange County <br />changes the scope of the project in some manner. This method allows for significant, <br />collaborative cost analysis with the full benefit of the CMAR during the pre-construction phase to <br />illuminate cost-benefit factors and appropriate value engineering throughout the design. <br /> <br />Prior to the BOCC’s authorization to construct the Northern Campus, staff will present a <br />Guaranteed Maximum Price (“GMP”) (featuring several construction alternates that will assist in <br />the flexibility of the project’s construction) that the CMAR will commit to within the Agreement. <br />The projected timeline for this project is as follows: <br /> <br />Activity Estimated Date Range <br />Execution of CMAR Agreement July, 2018 <br />Staffing Analysis and Programming Options <br />Presentation to BOCC <br />October, 2018 <br /> <br />Program Completed, GMP Presentation to <br />BOCC March-May, 2019 <br />Construction Period Summer, 2019 – Summer, 2021 <br />Occupation Fall, 2021* <br /> <br />*note that the EAC and Park Operations Base may be completed and occupied prior to <br />the completion and occupation of the Detention Facility. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br />for this item: <br />• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br />INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or color; <br />religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br />ethnic background; age; military service; disability; and familial, residential or economic <br />status. <br /> <br />• GOAL: ENSURE ECONIOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br /> <br />• GOAL: ENABLE FULL CIVIC PARTICIPATION <br />Ensure that Orange County residents are able to engage government through voting and <br />volunteering by eliminating disparities in participation and barriers to participation <br />2
