<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 19, 2018 <br /> Action Agenda <br /> Item No. 8-p <br /> <br />SUBJECT: Authorization for Award for Construction Manager at Risk Services for the <br />Orange County Northern Campus Capital Project <br /> <br />DEPARTMENT: Asset Management Services <br />(“AMS”), Finance & <br />Administrative Services <br /> <br /> <br />ATTACHMENT(S): <br /> <br /> <br />INFORMATION CONTACT: <br />Jeff Thompson, 919-245-2658 <br />David Cannell, 919-245-2651 <br /> Gary Donaldson, 919-245-2453 <br /> <br />PURPOSE: To consider delegating authority to the County Manager to: <br />a) award a Construction Manager at Risk (“CMAR”) Agreement to a qualified firm for <br />the Orange County Northern Campus capital project; and <br /> <br />b) authorize the Manager to sign the necessary paperwork upon review by the <br />County Attorney. <br /> <br />BACKGROUND: On April 3, 2018, the Board of Orange County Commissioners authorized the <br />acquisition of approximately 21 acres of property to serve as the site for the Orange County <br />Northern Campus. This campus location contemplates housing the Orange County Detention <br />Center, Environment and Agriculture Center (“EAC”), and the Park Operations Base. <br /> <br />The County intends to employ the Construction Manager at Risk (“CMAR”) method of <br />construction delivery for this project. In accordance with North Carolina Procurement Law <br />regarding procurement of CMAR services, the County recently received responses to its <br />Request for Qualifications (“RFQ”) on May 23, 2018, for Construction Manager at Risk services <br />for the overall site, Detention Center, Environment and Agriculture Center (“EAC”), and the Park <br />Operations Base. <br /> <br />The CMAR method of construction project delivery as approved for use by the North Carolina <br />General Assembly in 2002 is recommended for this construction project. Under this method of <br />contracting, the owner contracts directly with the designer (Moseley Architects and HH <br />Architects in this case) and the CMAR, all of whom are selected based on their demonstrated <br />qualifications to design and construct the Northern Campus project. A staff panel consisting of <br />members from the Manager’s Office, Asset Management Services, the Sheriff’s Office, the <br />Department of Environment, Agriculture, Parks & Recreation (“DEAPR”), Cooperative <br />Extension, and Finance & Administrative Services is scheduled to interview the responding firms <br />and recommend to the Manager the most qualified firm to negotiate, finalize, and execute a <br />CMAR agreement over the summer break. The objective will be to engage with the CMAR as <br />1
