<br />within its design services agreement. Park operations administrative office spaces are <br />contemplated to be housed within the EAC facility, with the maintenance, storage and yard <br />facilities to be located adjacent to the EAC structure. Parking, access, and other site <br />considerations would also be integrated within a unified design. <br /> <br />Programming and schematic design for the Campus facilities is underway. The facility design <br />processes will continue through the summer, fall and winter of 2018 with construction <br />documentation being completed in early 2019. A construction manager at risk (“CMAR”) <br />delivery method is recommended for this overall Northern Campus project. Construction is <br />anticipated to begin in the spring of 2019 and should be substantially complete no later than fall <br />of 2021. The EAC/Park Operations components will have shorter construction duration than the <br />detention center and may be occupied prior to the detention center. <br /> <br />FINANCIAL IMPACT: The Moseley Architects amendment will contemplate the overall <br />Northern Campus site design as well as the final capacity guidelines determined by the Board. <br />The HH Architecture amendment will contemplate the adjustment of the Park Operations Base <br />inclusion into the existing EAC scope. Both amended agreements are contemplated to be <br />commensurate with an estimated “not to exceed” 7.5% - 9% ratio of total construction costs <br />within the overall combined capital project budget. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br />for this item: <br />• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br />INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or color; <br />religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br />ethnic background; age; military service; disability; and familial, residential or economic <br />status. <br /> <br />• GOAL: ENSURE ECONIOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br /> <br />• GOAL: ENABLE FULL CIVIC PARTICIPATION <br />Ensure that Orange County residents are able to engage government through voting and <br />volunteering by eliminating disparities in participation and barriers to participation. <br /> <br />RECOMMENDATION(S): The Manager recommends the Board delegate authority to the <br />County Manager to execute amendments, contingent upon final review of the County Attorney, <br />to the Professional Services Agreements with: <br /> <br />1) Moseley Architects of Raleigh, NC with regard to the design of the proposed detention <br />center located on the Northern Campus and overall site work; and <br /> <br />2) HH Architecture of Raleigh, NC for the Environment and Agriculture Center (“EAC”), and <br />integrated Park Operations Base; and <br /> <br />3) For current and future amendments within the project budget. <br />2
