<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 19, 2018 <br /> Action Agenda <br /> Item No. 8-o <br /> <br />SUBJECT: Authorization for County Manager to Amend Northern Campus Professional <br />Services Agreements <br /> <br />DEPARTMENT: Asset Management Services <br />(“AMS”); County Attorney <br /> <br /> <br />ATTACHMENT(S): <br /> <br /> <br /> <br /> <br />INFORMATION CONTACT: <br />Jeff Thompson, 919-245-2658 <br />John Roberts, 919-245-2318 <br /> <br />PURPOSE: To delegate authority to the County Manager to execute amendments, contingent <br />upon final review of the County Attorney, to the Professional Services Agreements with: <br /> <br />1) Moseley Architects of Raleigh, NC with regard to the design of the proposed detention <br />center located on the Northern Campus and overall site work; and <br /> <br />2) HH Architecture of Raleigh, NC for the Environment and Agriculture Center (“EAC”), and <br />integrated Park Operations Base; and <br /> <br />3) For current and future amendments within the project budget. <br /> <br />BACKGROUND: At is April 3, 2018 regular meeting, the Board of County Commissioners <br />authorized the acquisition of approximately 21 acres of property to serve as the site for the <br />Orange County Northern Campus. This campus location contemplates housing the Orange <br />County Detention Center, Environment and Agriculture Center (“EAC”), and the Park Operations <br />Base. The Board previously authorized the Manager to engage Moseley Architects for the <br />design and construction administration of the Detention Center during the summer of 2015. The <br />Board also authorized the engagement of HH Architecture of Raleigh, NC for the design and <br />construction of the EAC in April, 2016. <br /> <br />During the Board’s discussions of the Manager’s recommended Capital Investment Plan (“CIP”) <br />in the spring of 2018, the Board affirmed the general site arrangement of the facilities, the <br />detention center capacity, and the inclusion of the Park Operations base within the FY2018-23 <br />CIP. The EAC project funding was appropriated in previous years as was the design <br />component of the Detention Center. Construction appropriation for the Detention Center is <br />contemplated within years 1 and 2 of the FY 2018-23 Capital Investment Plan. <br /> <br />Because of the inherent organizational and operational synergies between the EAC and Park <br />Operations, HH Architecture is recommended to include the integrated Park Operations Base <br />1
