<br />After reviewing each firm’s proposal, Judy D. Brooks Contractor, Inc. (Brooks, Inc.) was deemed <br />as submitting the most responsive proposal due to price, the overall proposal, technical <br />approach, references and financial stability as evaluated by staff. The proposed Contractors <br />charges are a 27% increase from current costs based on current participation. While costs were <br />not the only factor, the other contractors proposed an increase of 143% and 39% compared to <br />current costs. Brooks, Inc. will provide collection containers, collect food and other acceptable <br />organic waste from identified establishments, haul the material, and compost it at the company’s <br />facility in Chatham County. In addition, Brooks, Inc. will provide education and outreach <br />services as requested in the RFP as well as deliver finished compost back to the County upon <br />request. <br /> <br />For FY 2017-18, the County’s food and organics waste program is projected to divert 1200 tons <br />of compostable material from landfill disposal. <br /> <br />FINANCIAL IMPACT: The Solid Waste Department proposed budget for this program for FY <br />2018-19 is $150,000. While the program is anticipated to expand, if no expansion occurs, the <br />new contract pricing would result in a cost of $860,000 for the five year term compared to the <br />$750,000 over a five year term based on current pricing. <br /> <br />With the expected expansion of the program from 50 participants to 100 participants, the <br />projected expenditures, subject to annual budgeting, are estimated to be $1,200,000 for the five <br />year period. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice goal is applicable to <br />this item: <br />• GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br />ENVIRONMENTAL POLICIES <br />The fair treatment and meaningful involvement of people of all races, cultures, incomes <br />and educational levels with respect to the development and enforcement of <br />environmental laws, regulations, policies, and decisions. Fair treatment means that no <br />group of people should bear a disproportionate share of the negative environmental <br />consequences resulting from industrial, governmental and commercial operations or <br />policies <br /> <br />RECOMMENDATION(S): The Manager recommends that the Board award the service contract <br />to collect and compost food waste to Judy D. Brooks Contractor, Inc. and authorize the Manager <br />to sign the Contract. <br /> <br />2
