NCDOT Mounting Detail <br /> <br /> <br />INFORMATION CONTACT: <br />Abigaile Pittman, 919-245-2567 <br />Tom Altieri, 919-245-2579 <br />Craig Benedict, 919-245-2592 <br /> <br /> <br /> <br /> <br />PURPOSE: To approve a North Carolina Department of Transportation (NCDOT) Right-of-W ay <br />Encroachment Agreement for Non-Utility Encroachments on Primary and Secondary Highways <br />between Orange County and NCDOT for fifteen (15) bicycle safety signs. <br /> <br />BACKGROUND: In support of the Orange County “Drive Safely, Ride Safely” Bicycle Safety <br />Campaign, fifteen (15) signs are being installed in NCDOT right-of-way. The Campaign is <br />designed to foster mutual respect and shared interest in road safety between motorists and <br />cyclists. The signs were part of the June 5, 2018 regular meeting presentation to the Board of <br />County Commissioners (BOCC), and are part of the initial activities of the Campaign. Eight (8) <br />of the signs are designed to be shared with future Rural Buffer signs. This attached agreement <br />details approval of the encroachment in NCDOT right-of-way and notes County maintenance <br />responsibility. <br /> <br />FINANCIAL IMPACT: There is no immediate financial impact associated with this item since <br />funds for the Bicycle Safety Campaign were provided in FY 2017-18 – $10,000 from the General <br />Fund and $5,000 from the Visitors Bureau Occupancy Tax. However, minimal long term <br />maintenance will be required by the Department of Environment, Agriculture, Parks and <br />Recreation (DEAPR). <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is associated <br />with this item: <br />• GOAL: CREATE A SAFE COMMUNITY <br />The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br />activity, and substance abuse and domestic violence. <br /> <br />RECOMMENDATION(S): The Manager recommends the Board approve and authorize the <br />Chair to sign the Right-of-Way Encroachment Agreement for Non-Utility Encroachments on <br />Primary and Secondary Highways to erect fifteen (15) bicycle safety signs in accordance with <br />NCDOT standards, and pending final review by the County’s Risk Management staff and the <br />County Attorney’s Office. <br />1
