The $150,000 capital allocation needed to patch the <br />system wastes precious resources. The multi -year duration, combined with the project's complexity and <br />the age of the building are factors that will continue to be exacerbated over time. The installation will <br />pay a return on investment through reduced energy and maintenance costs, so waiting for more favorable <br />market conditions is not desirable. For these and other reasons, even though the project is significantly <br />above the budgeted amount, the Board of Education has recommended moving forward. <br />After careful evaluation, we believe the District's impact of repurposing the requested funds will be <br />manageable. The projects where repurposing is requested fall into three categories: 1.) Completed <br />projects with remaining unallocated balances; 2.) Projects that are specific to Orange High School that <br />will be addressed through the geothermal installation project or other planned projects (currently <br />budgeted in a separate line item); and 3.) Projects that will be addressed through recurring capital funding. <br />In order to maximize the limited summer break when the construction site will be less encumbered by the <br />presence of students and staff, we are seeking County Commissioner approval as soon as practicable. <br />Upon approval by the County Commissioners, we will fully execute the contract approved by the Board of <br />Education and move this important project forward. We appreciate your consideration of our request. <br />
