CTC Proposal to Orange County and the Town of Hillsborough <br />April 17, 2018 <br />7 <br /> <br /> <br /> <br />slack loop cable lengths, verifying proper bonding/grounding, and verifying the location <br />of outside plant assets (splice enclosures, slack loops, hand-holes, etc.) using precision <br />GPS receivers <br />• Review Contractor construction invoices for consistency with design and observed <br />construction progress <br />• Review all Contractor-provided fiber optic performance test data, and perform <br />independent testing (OTDR and power meter) for a suitable sampling to validate <br />Contractor-provided test data <br />• Prepare a comprehensive report documenting the results of our test data review, <br />independent testing, and post-construction inspection to provide verification that the <br />network, as installed, is suitable for the County’s and Town’s purposes and conforms to <br />the approved final design <br />CTC will produce final as-built revisions to applicable EWDs, to include construction CAD prints, <br />GIS data, and splice matrices/schematics. We will prepare final GIS and facility documentation <br />to support locating in response to underground utility locate (“811”) locate requests. <br />As-builts will be based on field data collected by the County’s construction Contractor. We <br />anticipate the County will require their construction Contractor to provide “redlines” of <br />construction prints and/or electronic data detailing final as-built conditions, such as: <br />• Conduit placement depth and/or offset measurements; <br />• GPS coordinates of hand-holes <br />• GPS coordinates of conduit paths and/or location data from directional boring guidance <br />systems <br />• Cable slack coil lengths / fiber cable sequential footage markings <br />25
