CTC Proposal to Orange County and the Town of Hillsborough <br />April 17, 2018 <br />5 <br /> <br /> <br /> <br />• Preparing and submitting application forms and required technical exhibits <br />The County will be responsible for any related fees required by the railway owners. <br /> <br />CTC will perform an environmental desk review to assess in detail the potential for environmental <br />impact, verifying and optimizing the network routes against available databases of wetlands, <br />floodplains, historic preservation areas, endangered species territories, and other protected <br />resources. We will also engage the North Carolina Department of Environmental Quality (DEQ) <br />and/or the U.S. Army Corps of Engineers for initial consultation to review our preliminary <br />findings, and to determine the need to initiate formal permit application processes with either <br />or both entities. If needed, on an optional basis, we will prepare required environmental permit <br />applications and track those applications through to approval. <br />CTC will oversee the administration of pole attachment and underground agreements required <br />for the project. <br />CTC does not anticipate the requirement for easement packages; these are typically not needed <br />for middle mile fiber optic deployment. However, if, based on the final designs, easement <br />packages are required, CTC will develop them. <br />CTC will review insurance certificate requirements in the construction contractor procurement <br />documentation for adequate terms. Once the County has selected a contractor, we will <br />compare the terms provided with the requirements and track any changes from the contractor. <br />CTC will not be responsible for evaluating any claims against insurances. <br />C. Make-Ready Administration <br />CTC will perform the engineering necessary to complete the pole attachment applications <br />according to the requirements of the ratified pole attachment agreements provided by the <br />County and Town. We anticipate this will include the measurement of existing pole attachments <br />and documenting related physical attributes (guys, grounding, anchors, etc.). The proposed <br />scope and pricing anticipates that the make-ready engineering, including any required structural <br />load and cable sag analysis, will be performed by the pole owner. <br />CTC’s engineers will coordinate and conduct meetings and ride-outs with the construction <br />contractor and utility pole owner to gather information for pole owner approvals and licensing. <br />We will also coordinate the payment by the County and Town of any engineering fees from local <br />utilities. Data from these activities will inform the Task A deliverables and pole attachment <br />applications. <br />23
