CTC Proposal to Orange County and the Town of Hillsborough <br />April 17, 2018 <br />4 <br /> <br /> <br /> <br />CTC will also assist the County through a procurement process for the construction of the fiber <br />network. For a competitive procurement, CTC will assist with the preparation of an Invitation <br />for Bids (IFB) or Request for Bids (RFB) for construction of the network based on approved <br />engineering designs, to include technical specifications, scope of work language, and evaluation <br />criteria. As part of this task, CTC will assist in responding to vendor questions during the bid <br />process and/or preparing IFB addenda, as needed. CTC will then assist with the review and <br />evaluation of bids received by the County, to include preparing required scoring matrices <br />and/or evaluation guidelines. <br />B. Path and Permit Administration <br />CTC will initiate and manage the submissions of permit applications mutually agreed to being <br />required for the project, and will track each application through to approval. <br />To ensure the timely approval of our permit applications, we will follow-up on issues raised by <br />the permitting authorities. When an issuing entity identifies any concerns in its initial review of a <br />permit application, the reviewer will typically return the plans, send an email about the issue, or <br />call the engineer or project coordinator to discuss the concern. If an application or portion of an <br />application were returned to us, our project coordinator would discuss the necessary changes <br />(e.g., corrections, questions) with the project engineer, who would then make appropriate <br />revisions and resubmit the application (if necessary), or simply email or call the permit reviewer <br />to provide the information requested. <br />The County’s (and Town’s) current system-level network design requires multiple railroad and <br />bridge crossings. The specific crossing locations impact the route design and must be vetted as <br />early in the project timeline as possible. Railroad crossings generally each require the execution <br />of an agreement to obtain the necessary licenses and permits. Additionally, railroads generally <br />require submission of an engineering design specific to each crossing as part of the permitting <br />process. <br />CTC will facilitate these railroad crossings by performing the following: <br /> <br />• Verifying ownership of each railroad crossing and reviewing any available application <br />submission requirements <br />• Performing site surveys to make relevant measurements and, to the extent possible, <br />identifying and documenting existing aerial and underground crossings <br />• Obtaining standard Occupancy/Encroachment Agreements from the railway owner for <br />County and Town review, signature, and/or negotiation, and providing guidance to the <br />County and Town regarding any technical concerns and alternatives <br />22
