CTC will prepare a system-level design, including applicable schematics and/or <br />specifications identifying key system-level parameters impacting later design phases, such as: <br />• The type and quantity of fiber optic components and related components (termination <br />panels, connector types, splice enclosures, etc.) <br />• Preliminary fiber routes <br />• The selection of a candidate hub location(s) and requirements for physical network path <br />diversity <br />• Logical backbone network schematics <br />• A reference design encompassing all key design parameters for all applicable network <br />layers <br />Using the County’s (and Town’s) GIS base maps, our existing high-level route maps, and any <br />additional guidance received from the County, a CTC outside plant engineer will conduct an on- <br />site field verification and survey of the fiber routes. The CTC engineer will walk out the routes, <br />input GPS coordinates, and photograph, sketch, and take detailed notes on topography, rights- <br />of-way, road crossings, railroad crossings, “hydro lines” (e.g., creeks, streams, rivers), and “hydro <br />areas” (e.g., wetlands, bodies of water). <br />The field survey will include measuring the green space available within the right-of-way for <br />placement of conduit, and recording other pertinent details, which may include: <br />• Storm drains <br />• Edge of pavement <br />• Water and sewer lines <br />• Slack storage <br />• Splice cases <br />• Vault/hand-hole locations <br />• Required hardware <br />• Building entry points <br />• Private roads and rights-of-way <br />To inform our detailed design efforts, CTC will determine permits required for construction of <br />the network, to include any right-of-way encroachment permits and utility easement <br />modifications. Based on our field verification, we will prepare a list of required permits. CTC will <br />document and report potential barriers to construction, such as environmental protection areas. <br />20
