<br />collaborate on the design and build out of the respective fiber networks to take advantage of <br />economies of scale. <br /> <br />Anticipated routes in common will be primarily underground in separate conduits, with unique <br />Orange County routes being aerial and unique Town of Hillsborough routes being underground. <br />The Town of Hillsborough would like to build a redundant loop that has excess capacity to allow <br />for future needs as well as the option to lease to a third-party last mile provider. <br /> <br />Staff anticipates routes in common to equal approximately 6.8 miles, with Town of Hillsborough <br />and Orange County unique miles at 10.6 miles each. <br /> <br />FINANCIAL IMPACT: The total cost for the design and engineering work for this project is <br />$383,688. Per the proposed County-Town Memorandum of Understanding, the Town of <br />Hillsborough will cover fifty percent (50%) of the cost ($191,844). <br /> <br />Funding for Fiber Network Build Phase 1 currently exists in the FY2017-18 budget. It is worth <br />noting that this contract will produce a set of specifications and documents to allow for the <br />bidding out of the actual construction of a fiber network. While construction management is <br />included in the attached contract, construction costs are not, i.e., hiring a fiber construction <br />contractor and running the fiber itself is not. The total FY 2017-18 allocation for this project is <br />$1,160,000. <br /> <br />Orange County will be the primary administrator for the agreement with the Town of <br />Hillsborough reimbursing Orange County as described in the attached Memorandum of <br />Understanding. <br /> <br />This is the first of a planned three phase project. As each of the three phases is completed, <br />Orange County staff will pursue leasing excess fiber capacity to help offset ongoing <br />maintenance costs. <br /> <br />SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br />to this item: <br />• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br />INEQUITY <br />The fair treatment and meaningful involvement of all people regardless of race or color; <br />religious or philosophical beliefs; sex, gender or sexual orientation; national origin or <br />ethnic background; age; military service; disability; and familial, residential or economic <br />status. <br />• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br />The creation and preservation of infrastructure, policies, programs and funding necessary <br />for residents to provide shelter, food, clothing and medical care for themselves and their <br />dependents. <br />• GOAL: ENABLE FULL CIVIC PARTICIPATION <br />Ensure that Orange County residents are able to engage government through voting and <br />volunteering by eliminating disparities in participation and barriers to participation. <br /> <br />This project should yield better data services to all of the existing customers in Orange County’s <br />Hillsborough Facilities, e.g., at the Department of Social Services and the Department of Health. <br />Furthermore, the Town of Hillsborough and the County intend to seek out partners to improve <br />2
