CTC Proposal to Orange County and the Town of Hillsborough April 17, 2018 1 Scope of Services The following sections describe our proposed scope of services to accomplish the tasks detailed in the RFQ. A. Consulting and Design Services CTC proposes to initiate this effort by requesting and reviewing pertinent information from the County. We will then facilitate a kick-off meeting with the County to establish key project parameters. Specific agenda items will include, but are not limited to: • Review and refine the project scope of work • Establish the initial project schedule based on available information • Assign project points of contact and define communications protocols, including progress reporting expectations and formats • Review any additional available infrastructure documentation • Discuss anticipated network operating model and corresponding impacts to the design strategy • Define technical and functional design objectives for the network • Establish processes for County and Town review of engineering and permitting CTC proposes to further refine the County’s system-level network design to meet its own internal needs in a way that is cost-effective to deploy, and that also 1) meets critical requirements for resiliency of network communications; 2) provides scalability to support the varying needs of other anchor institutions within the community; and 3) can promote the County’s economic develop objectives. We understand that the County have explored a range of technical approaches and network architectures, and will require assistance solidifying these plans before proceeding with more detailed design efforts. CTC will advise the County in these matters to ensure subsequent detailed designed tasks are aligned with County’s desired strategic direction. Our work will build on the strategic planning and system-level design work we have performed in the past year and a half for the Town of Hillsborough, so we expect that we can hit the ground running with a firm understanding of the many priorities and challenges the County seeks to address with this project. We understand that the requested design is limited to the physical layer of the network (conduit, fiber, etc.), and does not necessarily include network electronics—but that the design must consider current and emerging network technologies in developing the physical-layer network 19
