Evaluation of past performance <br />This is an evaluation of past performance that helped lead the grantee to choose its goals or <br />projects. <br />Orange County has a good performance record with HUD and the County regularly meets the <br />performance standards established by HUD. The County prepares a Consolidated Annual <br />Performance and Evaluation Report (CAPER) each year. This report is submitted within ninety (90) <br />days after the start of the new program year. Copies of the CAPER are available for review at the <br />Orange County Housing and Community Developmenj_ Department, 300 W. Tryon Street, <br />Hillsborough, NC. Summary of Citizen }Participation <br />'. <br />i <br />Summary from citizen participation sE <br />The Annual Action Plan is made up,of <br />citizen participation; and the develop <br />nd co nsultation process <br />pie components, which include: requests for funding; <br />of the Annual Action Plan. <br />Each item of the plan helps benefit the low- and moderate - income population in orange County. <br />Orange County has an approved Citizen Participation Plan, as required by HUD, which is on file <br />with HUD and at the Orange County Department of Housing and Community Development. The <br />County has abided by its Citizen Participation Plan in the preparation and development of the FFY <br />2018 Annual Action Plan. <br />The first step of the planning process for the FFY 2018 Annual Action Plan started with holding <br />one (1) public hearings to obtain citizen input on the needs of Orange County. The first needs <br />hearing was held on Monday, December 4, 2017 at 7:00 PM at the Whitted Building, 300 W Tryon <br />Street, Hillsborough, NC 27278. The first needs hearing was published on November 17, 2017 in <br />"The Durham Herald -Sun" and on November 19, 2017 in "The Chapel Hill News ". It was posted on <br />the County's website and emails were sent to local municipalities and non - profit <br />agencies /organizations.
