<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 19, 2018 <br /> Action Agenda <br /> Item No. 6-c <br /> <br /> <br />SUBJECT: Orange County Consolidated Plan – FY 2018-2019 Revised Annual Action Plan <br />and Proposed FY 2018-2019 HOME Activities <br /> <br />DEPARTMENT: Housing and Community <br />Development <br /> <br /> <br /> <br />ATTACHMENT(S): <br />1) Resolutions <br />2) Draft FY 2018-2019 Revised Annual <br />Action Plan Executive Summary <br />3) Revised Summary Sheet for FY2018- <br />2019 Proposed Projects <br /> <br /> <br />INFORMATION CONTACT: <br />Sherrill Hampton, Housing and <br />Community Development Director, <br />(919) 245-2490 <br /> <br /> <br /> <br /> <br /> <br />PURPOSE: To consider: <br />1) Adoption of a Resolution approving the Consolidated Plan’s proposed FY2018- <br />2019 revised Annual Action Plan; <br />2) Adoption of a Resolution approving the proposed revised HOME Program <br />Activities for FY 2018-2019; and <br />3) Authorizing the County Manager to implement the revised HOME Program as <br />approved by the BOCC, including the ability to execute agreements with <br />partnering non-profit organizations after consultation with the County Attorney <br />and based on the allocation received from HUD. <br /> <br />BACKGROUND: Each year, local communities are required to reassess the needs of the <br />community. Orange County completed the required notice and public hearing process earlier <br />and the Board of County Commissioners approved, by resolution, the FY 2018-2019 Annual <br />Action Update and proposed uses of funds on May 1, 2018. However, HUD allocated a funding <br />increase of $111,647 from the anticipated HOME budget advertised on March 13, 2018 and <br />discussed at the Board’s public hearing held on April 3, 2018. <br /> <br />Due to the substantial increase in funding, the County held another public hearing on June 5, <br />2018 as it relates to the additional funds received, revised budget and proposed use of funds. <br />In addition, there was a 30-day comment period from May 18, 2018 – June 18, 2018, which <br />allowed the general public to provide written comments and input on the increase in the HUD <br />HOME allocation and proposed revised uses of the funds to be received. Notices were placed <br />in The Herald-Sun, the News of Orange and La Noticia.
