43 <br /> <br />through assistance from the assigned Family Success Alliance Navigator. This was 1 <br />done in an effort to stay engaged and provide updates, as applicable. 2 <br />• May 5, 2018 – County staff held a meeting with Homestead Mobile Home Park residents 3 <br />in order to share information on the newly identified alternative sites, review the draft D-4 <br />MAP Guidelines and answer questions, as well as gather their input. EmPOWERment 5 <br />representatives were in attendance. After the meeting, site visits to the three (3) newly 6 <br />identified manufactured home parks (Highwoods, Hillsborough Estates and Carolantic) 7 <br />were conducted. 8 <br />• May 9, 2018 – Homestead Mobile Home Park residents returned their 9 <br />“Acceptance/Rejection” Forms. Two (2) families accepted lots in the Highwood Mobile 10 <br />Home Park on Highway 70A East. One (1) family rejected all three (3) of the sites 11 <br />shown. The D-MAP Guidelines required that the County show up to 4 alternative 12 <br />locations, based on availability. Therefore, no additional sites will be shown the family 13 <br />that rejected all sites. However, the family will be eligible for assistance payable to the 14 <br />applicable vendors, i.e. utility and landlord, for security and utility deposits, as well as a 15 <br />small amount of direct assistance. 16 <br />• May 16, 2018 – County staff and EmPOWERment representatives met with Homestead 17 <br />Mobile Home Park residents to finalize their specific lot selections and share information 18 <br />on the features of the new manufactured units, as well as have them begin to complete 19 <br />the required documents, i.e. rental applications, submittal of household income 20 <br />documentation, etc. 21 <br />• May 25, 2018 – As the County Attorney’s Office finalizes the agreement between the 22 <br />County and EmPOWERment, the Housing and Community Development Department 23 <br />will work with the Finance & Administrative Services Department to facilitate the 24 <br />purchase of the two (2) new units currently needed. The total cost of the two (2) new 25 <br />units is $89,584.46. To date, no funds have been expended. However, the contract 26 <br />amount to EmPOWERment may be adjusted to reflect the County’s purchase of the 27 <br />units. In addition, the BOCC would need to take action in order to transfer ownership of 28 <br />the new units to EmPOWERment, Inc. 29 <br /> 30 <br />Upcoming Activities: 31 <br />• County staff and EmPOWERment will facilitate a meeting with Goodwill, the Salvation 32 <br />Army and Habitat Restore, as well as the Furniture Project, in the coming weeks in order 33 <br />to provide families with a coordinated approach to securing needed household goods. 34 <br />• County staff and EmPOWERment will hold another meeting with Homestead Mobile 35 <br />Park residents on or about June 9, 2018. 36 <br />• County staff is finalizing the due diligence on the Millhouse Road site and will provide a 37 <br />report to the BOCC on June 5, 2018. As staff identifies additional options and strategies, 38 <br />the Board will continue to receive updates. 39 <br /> 40 <br />Sherrill Hampton said residents are still anxious even though the mobile home park 41 <br />owner has decided not to sell the park. 42 <br /> 43 <br />PUBLIC COMMENT: 44 <br />Curtis Bane said she is the owner of a park, which has aging infrastructure that has 45 <br />been a challenge. She said the park operates on a community water system, and it is difficult 46 <br />to get items written in Spanish for their residents. She said assistance in this area would be so 47 <br />helpful. She said it was a relief to be heard at the community meeting with the County. 48 <br />Commissioner Jacobs said this was an excellent report, and it is clear how much work 49 <br />went into this report. He said EmPOWERment is a good partner. 50
