Access to high speed internet connections will reduce disparities, enhance quality 32 <br />of life for all the State’s residents, and broaden opportunities in areas such as education, jobs 33 <br />creation, small business development, health care, civic participation, and growth in farm 34 <br />enterprises. 35 <br /> 36 <br />Item #19 in the attached Resolution Regarding Statewide Issues with Exhibits 37 <br />* Also see the attached Resolution Regarding the North Carolina Association of County 38 <br />Commissioners 39 <br />2018 Short Session Priorities and Goals with Exhibit– Goal GG-3 40 <br /> 41 <br />Restoration of School Impact Fee Authority 42 <br />Support legislation restoring Orange County’s long-held authority to levy impact fees on new 43 <br />residential development to help pay for school construction. The North Carolina General 44 <br />Assembly approved legislation in 1987, amended in 1991 and 1993, authorizing Orange County 45 <br />to impose impact fees to support public school infrastructure. Orange County utilized these 46 <br />funds to fund school construction needs. On June 20, 2017 the General Assembly approved 47 <br />House Bill 406/Session Law 2017-36 stripping Orange County of the authority to levy the impact 48 <br />fee. Orange County requests restoration of the authority to levy the fee to support school facility 49 <br />needs. 50
