38 <br /> <br />Greg Wilder, Assistant to County Manager for Legislative Affairs, presented the 1 <br />following item: 2 <br /> 3 <br />BACKGROUND: 4 <br />The 2018 North Carolina General Assembly “short session” convened on May 15, 2018. The 5 <br />Board of Commissioners has historically appointed a Legislative Issues Work Group (LIWG) to 6 <br />work with staff to develop a proposed legislative package for the County. Based on the work of 7 <br />the LIWG, the BOCC then reviewed and approved packages of legislative items to present to 8 <br />Orange County’s legislative delegation. 9 <br /> 10 <br />For 2018, and in contrast to past years, the Board of Commissioners invited the three members 11 <br />of Orange County’s legislative delegation to the April 17, 2018 regular Board meeting to discuss 12 <br />issues of concern to the Board of Commissioners and the legislative delegation. Board 13 <br />members conversed with members of the delegation, and members of the public also had the 14 <br />opportunity to comment. 15 <br /> 16 <br />Following the discussion, the Board provided direction to staff and Commissioners Mark 17 <br />Dorosin and Penny Rich, as the 2018 Board appointees to the Legislative Issues Work Group, 18 <br />to bring a 2018 legislative package back to the Board for approval. The LIWG members have 19 <br />subsequently consulted with each other and all seven BOCC members and developed the 20 <br />attached package consisting of the three attached documents. 21 <br /> 22 <br />The first attached document is a draft listing of potential 2018 Orange County Priority 23 <br />Legislative Issues (Attachment 1). This document was developed based on feedback from 24 <br />Board members on the items included in second attachment to this abstract. 25 <br /> 26 <br />The second attached document is a proposed legislative matters resolution on Statewide 27 <br />Issues (Attachment 2). It includes legislative issues the Board has addressed in past years as 28 <br />well as 29 <br />two new items – Restoration of School Impact Fee Authority and the 3DaysCount™ initiative. 30 <br /> 31 <br />The third attached document is a proposed resolution expressing general support for the North 32 <br />Carolina Association of County Commissioners (NCACC) 2018 Short Session Priorities and 33 <br />Goals (Attachment 3). However, the draft resolution also details two qualifications to that 34 <br />support regarding an item related to the Clean Water Management Trust Fund and a second 35 <br />item opposing NCACC’s goal to repeal the statutory authority under North Carolina General 36 <br />Statute 115C-431(c) that allows local school boards to file suit against a county board of 37 <br />commissioners over county appropriations for education. 38 <br /> 39 <br />The Board will need to discuss and consider both legislative matters resolutions (Attachments 2 40 <br />& 3) as provided by the LIWG. Following consideration of the resolutions, the Board will likely 41 <br />want to discuss and consider the draft listing of potential 2018 Orange County Priority 42 <br />Legislative Issues (Attachment 1). 43 <br /> 44 <br />The work of the Legislative Issues Work Group to this point is based on the current information 45 <br />available for the 2018 General Assembly Session. The issues addressed by the Group may 46 <br />evolve and change over the session and require additional attention by the Group and Board of 47 <br />Commissioners.
