He said 26 <br />there is a goal of providing affordable housing, but there in no examination of the property to 27 <br />show the environmental values embodied on the property. He said there is no map of the 28 <br />environmental character of this property, and that which the County may wish to preserve. He 29 <br />said he would like DEAPR to provide a map, information about mature hardwoods, obliterating 30 <br />wetlands, and the purpose of buying the park in the first place. He said he understands why 6 31 <br />soccer fields may be desirable, but the Board never discussed this number. He said his main 32 <br />purpose in looking at this land was to accommodate manufactured housing on a site that is 33 <br />proximate to services, schools, and could remain part of the community. 34 <br />Commissioner Jacobs said he would like to first consider the reasons this property was 35 <br />purchased at all. 36 <br />Commissioner Jacobs said there is no such thing as a passive park. He said this is a 37 <br />low impact park, and this is an inexact report. 38 <br />Commissioner Jacobs said he would like to consider the likely consequences of 39 <br />providing water and sewer. 40 <br />Commissioner Marcoplos asked if three test wells are necessary to learn what type of 41 <br />water flow may be present. 42 <br />Michael Fiocco said yes; staff strongly recommended this. 43 <br />Commissioner Marcoplos asked if possibilities and probabilities could be learned from 44 <br />one well. 45 <br />Michael Fiocco said there is the possibility that one well could produce the water for the 46 <br />property, but the long experience of staff in this area of the County points to that being unlikely. 47 <br />Commissioner Marcoplos said one well may deliver enough water for the soccer players, 48 <br />without bringing water from Orange Water and Sewer Authority (OWASA). 49 <br />Michael Fiocco said there are many architectural decisions to be made. 50
