Request for Approval of the HOME Community Housing Development 10 <br />Organization (CHDO) Set-Aside Award 11 <br />The Board considered voting to adopt and authorize the Chair to sign a Resolution 12 <br />approving the HOME Community Housing Development Organization (CHDO) Set-Aside Award 13 <br />to Community Home Trust (CHT); and authorize the County Manager to execute the necessary 14 <br />agreement(s) with Community Home Trust (CHT) after consultation with the County Attorney. 15 <br /> 16 <br />Sherrill Hampton reviewed the information below: 17 <br />BACKGROUND: 18 <br />The Orange County HOME Consortium, now known as the Local Government Affordable 19 <br />Housing Collaborative, consists of Orange County, the Towns of Carrboro, Chapel Hill, and 20 <br />Hillsborough. The County serves as the lead member of the Consortium. 21 <br /> 22 <br />The Orange County HOME Program has $63,200.30 in remaining FY 2016 and FY 2013 23 <br />HOME funds, which are available for eligible activities to be administered by a Community 24 <br />Housing Development Organization (CHDO). Of the aforementioned total available funds, 25 <br />$46,529.40 is available for project activities and $16,670.90 is available for CHDO operating 26 <br />funds. 27 <br /> 28 <br />In an effort to ensure that all remaining funds from the applicable fiscal years are obligated 29 <br />and/or spent by the August 31, 2018 deadline, a request for proposals (RFP) was released on 30 <br />April 13, 2018, requesting applications from nonprofit housing providers eligible as CHDOs. 31 <br />Community Home Trust (CHT) responded to the RFP and submitted an application to provide 32 <br />assistance for up to five (5) first-home homebuyers whose total household income does not 33 <br />exceed eighty percent (80%) of the Area Median Income. In addition, CHT also requested 34 <br />CHDO operating funds to defray expenses associated with the sale of the units. 35 <br />The Collaborative met on May 22, 2018 and voted to recommend approval of the award to 36 <br />CHT. 37 <br /> 38 <br />Sherrill Hampton said Robert Dowling from CHT was unable to attend tonight but he is 39 <br />appreciative of this opportunity. 40 <br /> 41 <br />A motion was made by Commissioner Price, seconded by Commissioner Burroughs for 42 <br />the Board to: 43 <br /> 44 <br />1) Adopt and authorize the Chair to sign the attached Resolution approving the HOME 45 <br />Community Housing Development Organization (CHDO) Set-Aside Award to Community 46 <br />Home Trust (CHT); and 47 <br />2) Authorize the County Manager to execute the necessary agreement(s) with Community 48 <br />Home Trust (CHT) after consultation with the County Attorney. 49 <br /> 50
