28 <br /> <br />Collaborative, comprised of one (1) elected official and staff members from Orange County, the 1 <br />Town of Carrboro, Town of Chapel Hill and Town of Hillsborough reviewed the applications 2 <br />received and made recommendations regarding funding for consideration by local elected 3 <br />officials in May 2018 as follows: 4 <br /> 5 <br />Community Home Trust -- Homeowner Assistance $ 60,201.00* 6 <br />Empowerment, Inc. – Rental Acquisition $145,000.00 7 <br />Habitat for Humanity – Homeownership $ 60,000.00 8 <br />Orange County – Housing Rehabilitation $ 49,211.00 9 <br />Orange County – County-wide TBRA $150,402.00 10 <br />Administration $ 40,134.00 11 <br />Total $504,948.00 12 <br />(*-Denotes Orange County HOME Consortium’s CHDO Set-Aside) 13 <br /> 14 <br />See Attachment 2 for a revised summary description of the aforementioned projects and their 15 <br />geographic locations. In addition, on May 22, 2018, the Inter-Faith Council for Social Service 16 <br />(IFC) submitted a written request to withdraw its application for FY2018-2019 HOME funding. 17 <br />IFC will no longer serve as the contract provider for the Rapid Re-Housing Program. Orange 18 <br />County will assume responsibility once again for the program. The Housing and Community 19 <br />Development Department will collaborate with the Orange County Department of Social 20 <br />Services (DSS) to directly provide these services. DSS was the applicant for the funding 21 <br />received under the Emergency Solutions Grant (ESG). The Collaborative voted to accept IFC’s 22 <br />request to withdraw its application and awarded those funds to Orange County as the County 23 <br />will assume responsibility for providing the Rapid Re-Housing Program. 24 <br /> 25 <br />The requested amounts above may still be adjusted based on the exact allocation the HOME 26 <br />Consortium receives from HUD. 27 <br /> 28 <br />The FY 2018-2019 Annual Action Plan will be submitted to HUD on or before July 2, 2018. This 29 <br />Public Hearing is one of three (3) public hearings held as a part of Orange County’s 30 <br />engagement of residents concerning local housing and community developments needs and 31 <br />the HOME Program. For a proposed revised timeline of the complete process, see Attachment 32 <br />3. 33 <br />In order to inform the general public of this opportunity and encourage participation, notice of 34 <br />the public hearing and locations at which the public can review a draft of the revised proposed 35 <br />Annual Action Plan have been placed in The Herald-Sun, News of Orange and La Noticia, as 36 <br />well as sent to public libraries, local non-profit agencies and placed on Orange County’s 37 <br />website. 38 <br /> 39 <br />Sherrill Hampton said the InterFaith Council (IFC) submitted a letter in May, asking that 40 <br />its previous application for funds to be withdrawn. She said, since the County was assuming 41 <br />control of the program again, she asked the Collaborative to allow the $25,000 to roll in to the 42 <br />funds designated for countywide, tenant based, rental assistance. She said the Collaborative 43 <br />concurred with that request, and that is the major change seen here. 44 <br />Sherrill Hampton said a very minor change was also made. She said every year, under 45 <br />HOME, the consortium is required to set aside 15% of the funds (minus administrative costs) 46 <br />received to community housing development organizations (CHDO). She said Community 47 <br />Home Trust is a CHDO, and she said the collaborative voted to accept their recommendation to 48 <br />increase their award to $60,201, which takes care of the required set aside for the CHDO. 49 <br /> 50
