21 Michael Harvey said the amendment is to move the items before the Planning Board 1 meeting, so that becomes the effective component of this. He said, currently, it is measured 2 from the public hearing. He said the purpose statement reflects that the public hearing is the 3 operative meeting upon which date the meeting time frame has to be measured from. He said 4 the notices will still be mailed 14 days prior to the meeting, and if the BOCC approves this 5 ordinance amendment package, the 14 days will be measured from the Planning Board 6 meeting, as opposed to the public hearing. 7 Commissioner Jacobs said he understands that, but finds the written language seems to 8 refer to the public hearing, and it does not refer to the Planning Board meetings at the top, or 9 within the subject. 10 Commissioner Jacobs said to change the wording to make the reference to the specific 11 meeting. 12 Chair Dorosin said to change the purpose to read, “14 days before the Planning Board 13 meeting.” 14 Michael Harvey said he would do so. 15 Commissioner Price referred to the balloon tests, and asked if they would occur in 16 January or February. 17 Michael Harvey said no; the balloon test is typically held calendar days before a public 18 hearing. He said the ordinance used to require an annual telecommunication meeting, where 19 local telecommunication providers would meet with the County in January to certify what 20 problems needed to be reviewed. He said the ordinance also used to limit when Class A 21 Special Use Permits (SUP) could be reviewed. He said the ordinance was amended to provide 22 more flexibility, as well as to address the conflict between not being able to hold one class of 23 SUP and treat it differently than other classes of SUP. 24 25 A motion was made by Commissioner Price, seconded by Commissioner Burroughs for 26 the Board to open the public hearing. 27 28 VOTE: UNANIMOUS 29 30 NO PUBLIC COMMENT 31 32 A motion was made by Commissioner Jacobs, seconded by Commissioner Price for the 33 Board to close the public hearing. (Note that, because this is a legislative decision, additional 34 comments at a later date are permitted). 35 36 VOTE: UNANIMOUS 37 38 A motion was made by Commissioner Rich, seconded by Commissioner Price for the 39 Board to adopt the proposed amendments by approving the Statement of Consistency 40 (Attachment 3) and Ordinance (Attachment 4). 41 42 Commissioner Jacobs asked if the change in language, as articulated by the Chair, is 43 included in the resolution. 44 Chair Dorosin said the word change is just in the abstract. 45 Michael Harvey said it is correct in the attachments. 46 47 VOTE: UNANIMOUS 48 49
