7 <br /> <br />o Creating a public web page listing all conservation easements in the 1 <br />County. This searchable site should contain a copy of the warranty deed, 2 <br />inspection reports, violation citation, maps, and all official forms of 3 <br />communication with the property owner. 4 <br />Nan Fulcher read a petition requesting the repeal of the resolution designating 5 <br />section of highway as part of the “Jefferson Davis National Highway” in Orange County. 6 <br />She asked if the Board of County Commissioners (BOCC) would consider this request 7 <br />prior to its summer break. 8 <br />Commissioner Jacobs said petitions are referred to agenda review with the Chair, 9 <br />Vice-Chair, Manager, and Clerk to determine the process for consideration. 10 <br />Terri Buckner said she is here to speak on behalf of the Orange County branch of 11 <br />the Friends of the Mountains to Sea Trail (MST). She reviewed a petition that the Friends 12 <br />of the MST presented to the Board on May 6. She said an email was sent by staff with 13 <br />some updates, and said tonight she is asking if more action could occur. She said staff 14 <br />estimates 2-3 years before trail building can begin, and experts say the trails will take 15 <br />another 2-3 years to complete. She asked if the requests made at the May 6th meeting 16 <br />could be added as an agenda item to the BOCC meeting on June 19th. 17 <br />Allan Green was signed up to speak, but declined to do so. 18 <br />Commissioner McKee referred to the petition about the Jefferson Davis highway, 19 <br />and asked John Roberts if this resolution would have died on its own due to being over 20 <br />50 years old. 21 <br />John Roberts said the memorial highway never came into being, and the 22 <br />proclamation was an act by the BOCC, and the current Board of County Commissioners 23 <br />can retract this original proclamation. He said the original proclamation has no legal 24 <br />effect today, as the project was abandoned. 25 <br />Commissioner McKee asked if John Roberts was aware of this resolution from 26 <br />1959. 27 <br />John Roberts said he was made aware of it about a month ago, but had not heard 28 <br />of it previously. 29 <br /> 30 <br />b. Matters on the Printed Agenda 31 <br />(These matters will be considered when the Board addresses that item on the agenda 32 <br />below.) 33 <br /> 34 <br />3. Announcements, Petitions and Comments by Board Members 35 <br />Commissioner Marcoplos said GoTriangle will make free youth passes (13-18 years old) 36 <br />available as of July 1st, which can be used anywhere in the GoTriangle system. He said 37 <br />Orange County should publicize this information. 38 <br />Commissioner Marcoplos spoke to Durham Tech President Bill Ingram about the 39 <br />paramedic training course, and Durham Tech is planning to institute accredited and non- 40 <br />accredited courses for paramedics. He read an email to this effect, and said this is underway at 41 <br />Durham Tech and Orange County will continue to monitor this. 42 <br />Commissioner Marcoplos said there is proposed legislation on building inspections, 43 <br />which states if a local inspection cannot happen within two days, the builder can hire an 44 <br />inspector from a statewide pool. He said the builder would pay for the inspector, but the local 45 <br />fee for the inspection would be refunded. He said there is some grey area about whether an 46 <br />engineer or an architect can inspect the foundation and footings, in lieu of local inspectors, if 47 <br />they did the engineering for said foundation and footings. He said it is a strange bill, and he 48 <br />would like to know what this bill would mean to the inspections department. 49
