<br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br /> <br />ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: June 19, 2018 <br /> Action Agenda <br /> Item No. 6-e <br /> <br />SUBJECT: Memorandum of Understanding with Town of Hillsborough and Contract for <br />Design, Permitting, & Construction Administration for Orange County – Town of <br />Hillsborough Fiber Optic Network <br /> <br />DEPARTMENT: Information Technologies <br /> <br />ATTACHMENT(S): <br />1 - Draft Orange County-Hillsborough <br />Memorandum of Understanding Fiber <br />Agreement <br /> <br />2 – Draft Contract <br /> <br />3 - CTC Statement of Work <br /> <br />INFORMATION CONTACT: <br />Jim Northrup, Chief Information Officer, <br />919-245-2276 <br /> <br /> <br /> <br /> <br /> <br /> <br />PURPOSE: To: <br />1) review the attached draft Memorandum of Understanding (MOU) with the Town of <br />Hillsborough regarding the Hillsborough Fiber Optic Network project, which includes <br />payment arrangements, roles and responsibilities for Orange County and the Town of <br />Hillsborough; <br />2) approve and authorize the Manager to sign the MOU based upon final review by staff and <br />the County Attorney; <br />3) review the attached contract for the design, engineering and construction management <br />for an Orange County -Town of Hillsborough Fiber Project Design and Engineering <br />contract with Columbia Telecommunications Company (CTC); and <br />4) contingent upon final approval and signature of the MOU with the Town of Hillsborough, <br />approve and authorize the Manager to sign the contract with CTC in the amount of <br />$383,688 for the Orange County-Town of Hillsborough Fiber Optic Network project. <br /> <br />BACKGROUND: Orange County Information Technologies and the Town of Hillsborough, <br />along with Orange County’s Finance and Asset Management Services teams, sought qualified <br />firms to provide fiber design, engineering services, and construction administration for the <br />connection of Orange County and the Town of Hillsborough’s facilities. By expanding the scope <br />of the Orange County Fiber Project Phase 1 to include the Town of Hillsborough scope, <br />economies of scale were achieved. <br /> <br />Orange County and the Town of Hillsborough are collaborating on a joint fiber optic network <br />project to connect respective facilities. Hillsborough is the county seat of Orange County and as <br />such, the two governments share Hillsborough’s downtown. Many Hillsborough and Orange <br />County facilities are also located in close proximity to each other and potentially share a <br />common route for fiber.
