2 <br /> <br />(A) Spay/Neuter Grant Project Prospectus: Andi Morgan reported on writing the Margaret T. Petrie grant which <br />provides funds for spay/ neuters to Orange County residents meeting the 200%-400% federal poverty <br />guideline (source: DSS), which expands the current program at 200% or less. She distributed statistical data <br />that supports the initial year grant application for $10,000 with prospectus for multi-year distribution. <br />Michelle Walker made a motion that the grant application expresses the enthusiasm of the ASAB in support <br />of the project; Michael Stewart seconded. The motion carried without dissent. <br />(B) Ideas for Projects and Initiatives, Possible Projects, and Grants: Bob Marotto distributed a project priorities <br />list, including recent past projects and accomplishments, possible new projects, and any restricted funding <br />sources that are outside the county budget. He asked the ASAB to think of new projects and to add to this <br />list. <br />(C) Animal Services Updates: <br />1. Budget: Bob Marotto reported on the budget process update. There was support for the request <br />for the microchip adoption package, but the County Manager’s recommendations have not been <br />presented yet. Large animal and equine board fee may be increased by $25. <br />2. Staffing: New Lead Veterinary Health Care Tech, an Animal Care Tech, and a seasonal Animal Care <br />Tech have been staffed. OCAS is still trying to hire an Animal Care Supervisor and Communication <br />Specialist. There will be vacancies for the Assistant Program Coordinator and Administrative <br />Supervisor, and possibly another Veterinary Health Care Tech. <br />3. Foster with First Rights to Adopt Agreement for Heartworm + Dogs: The new agreement has been <br />developed and has been reviewed by NCDA &CS. ASAB suggestions on the agreement may be sent <br />to Andi Morgan. A written protocol for treatment will be written and shared with ASAB. <br />4. Facilities: Modifications to the cat cages were completed. Drain pits are being refinished. The <br />public restrooms are being remodeled for an additional inclusive restroom. <br />5. Events: Spring adoption special is underway. Rabies and microchip clinic is scheduled at the <br />Hillsborough Farmers Market for the May 11. May 26th is next OCAS Spay & Neuter Day. <br /> <br />Discussion of vacancies and At Large (Non-municipal) Candidate: Town of Chapel Hill is still responsible for <br />nominating a candidate to the Municipal Candidate. Edmund Tiryakian made a motion to send Diane Obeid’s <br />nomination and a letter of explanation for the At-Large Non-municipal Candidate to the BOCC for approval; Judy <br />Miller seconded.
