2 <br /> <br />and rabies vaccination. Animal services and partners like the APB would refer volunteers and <br />interested persons to program resources. A proposal needs to be developed. There were some <br />suggestions for partners with Orange County Agricultural Extension, farmers markets, the Grange, <br />volunteer fire departments, the Ruritans, etc. The first step is to explore additional contacts and to <br />engage more interest before returning to the APB. There was also discussion to draft some <br />educational materials (i.e. flyer, brochure) for public areas, like the farmers market or the agricultural <br />extension office. <br />(B) Pets of Homeless Task Force Update <br />The Task Force met. The timeline was developed. Stakeholders will be invited to a meeting in <br />January, including groups like, but not limited to, animal welfare organizations, OCIM, shelters, <br />Freedom House, local motels, local law enforcement, and public health organizations. Aviva Scully <br />reported on conducting a more formal gap analysis, planning program implementation, and <br />developing a resource guide for the homeless. Invitations will go out before late November. <br />(C) Changing “vicious animal” language in Unified Animal Ordinance <br />Bob Marotto had discussions with the County Manager and the County Attorney regarding the <br />possible changes. The amendment could be on the BOCC agenda by the end of the year. He still <br />needs discussions with Chief Blue (ToCH) and Chief Horton (ToC) before there are any amendments <br />proposed. This would apply to “dangerous dog” and “vicious animal.” Maureane Hoffman made a <br />motion to amend “vicious” in the Unified Animal Control Ordinance to “potentially dangerous dog” <br />and “dangerous animal” subject to the concurrence with the police chiefs, guidance from Amy Wall <br />with the UNC School of Government, and regrouping with the County Attorney; seconded by Michael <br />Stewart. Motion carried without dissent. <br />New Business: <br />(A) Animal Services Updates <br />1. A team of five was deployed from OCAS to Lenoir County for disaster relief at the co-located <br />shelter center, working long days from last Saturday thru this Friday. Fifty animals have been <br />cared for and as many as 20 were reunited or left the shelter. <br />2.
