1 <br /> <br />Orange County Animal Services <br />1601 Eubanks Road, Chapel Hill, NC 27516 <br />919-942-PETS (7387) <br /> <br />ANIMAL SERVICES ADVISORY BOARD (ASAB) <br /> <br />6:30 to 8:30 p.m. <br />Wednesday, February 17, 2016 <br /> <br />Meeting Summary <br /> <br />MEMBERS PRESENT: Warren Porter (Chair), Judy Miller, Maureane Hoffman (Vice-Chair), Susan Elmore, Michael <br />Stewart, Michelle Walker, Aviva Scully, Molly Mullins, Dewana Anderson, Beth Grooms <br />MEMBERS ABSENT: Caroline Green <br />STAFF PRESENT: Bob Marotto (Animal Services Director), Bonnie Hammersley (County Manager) <br />_____________________________________________________________________________________ <br /> <br />Agenda: Agenda is approved unanimously. <br /> <br />Summary of January 20, 2016 meeting: Summary is unanimously approved with one edit: <br />Old/New Business (A): change the word “minutia” to “minor elements”. <br /> <br />General Public Comments on items not on the agenda: None. <br /> <br />ASAB Affairs <br />(A) Report on BOCC Discussion of ASAB Progress Report and Work Plan <br />Warren gives an update on the February 9, 2016 BOCC work session in which he presented a brief outline of the <br />ASAB progress report and work plan. <br /> <br />(B) Q&A with County Manager Bonnie Hammersley <br />Members of the ASAB had a discussion with Bonnie Hammersley about their experience working on the Unified <br />Animal Ordinance and the changes that were made to the UAO at its adoption by the BOCC. Several members <br />voiced their disappointment at the way in which the UAO was adopted, including frustration that the BOCC <br />didn’t seem to value their advice. Other concerns included the changes to appeals board allowing lawyers and <br />cross examination without consulting with current appeals board members. <br /> <br />(C) Halting Overpopulation and Pet Euthanasia (HOPE) presentation about the ASAB <br />Warren gavae an update on the request from HOPE for the ASAB to travel to Greensboro to speak with Animal <br />Welfare stakeholders about the Orange County Advisory Board. Mike volunteered to go with Warren to the <br />HOPE meeting that will probably take place around April. <br /> <br />(D) Animal Services Hearing Panel Pool <br />Susan and Mike are stepping down from the Appeals Board, effective March 1st. Michelle and Beth volunteered <br />to serve on the Appeals Board in its new form. Maureane volunteered to serve in the event that Caroline <br />stepped down. <br /> <br />Old Business <br />(A) Updates about Pets Belonging to the Homeless and Victims of Domestic Abuse <br />• Judy and Aviva gave updates on the independent research they have conducted <br />• Bob says that he is trying to set up a meeting with the new director of the homeless shelter to see if they <br />would be interested in discussing the matter
