Strategies and Timeline <br />Essential to the success of the county’s strategic plan for managing pet overpopulation was a <br />timeline of initiatives that would be carried out in a five-year period. The task force has used <br />this model to develop the timetable for managing free-roaming cats that is presented in this <br />section. As can be seen, initiatives and expected outcomes are listed by year (or a longer time <br />span). <br />The details of several initiatives are expected to emerge and/or evolve through the working <br />relationships formed between partners in the initial stages of the plan. As previously indicated, <br />this is especially so with pilot programs that sterilize cats without an owner in targeted <br />geographic areas.
