Ms. Kille,

I am writing to follow up on the comments you presented in person and in writing to the Animal
Services Advisory Board at its February 19, 2014 meeting. All written materials you provided were
distributed to all members of the ASAB both in paper and electronically.
On behalf of the ASAB, I want to let you know that we were touched by your presentation explaining the
challenges that you have faced on your farm, especially in maintaining the welfare of your animals.
Unfortunately, the ASAB is not the appropriate forum to address your concerns. The ASAB is charged
with advising the Board of County Commissioners on matters of concern regarding animal issues and
animal services in Orange County, but we do not consider particular instances of enforcement, which is
the responsibility solely of Animal Services staff.
You expressed concerns about development of the areas surrounding your farm, including issues related
to the watershed, that might be more appropriately addressed to a board considering issues of land use
and planning.
You also described several instances of trespass and vandalism at your farm, including instances of
individuals damaging fences and setting off fireworks in your pastures. These types of potentially
criminal acts should be reported to the police.
Finally, although the ASAB sympathizes with your concern for the welfare of your animals, we cannot
consider any particular enforcement of Animal Services ordinances/regulation, which is outside the
scope of our charge.
Accordingly, because your comments do not raise a clear animal policy or program issue, the ASAB will
not conduct further evaluation of the issues raised by your comments at this time.
I appreciate your time and understanding and wish you the best with your farm.
Sincerely,

Michelle Walker
Chair, Animal Services Advisory Board

--
Michelle M.
