ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: March 15, 2005
Action Agenda
Item No. 5- I
SUBJECT: Orange County Transportation Priority List for 2007-2013 TIP
DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y/N) NO
ATTACHMENT(S):
1. Comparison of 2006-2010 TIP and
2007-2013 TIP Priority Lists
2. Resolution of Adoption and Priority List of
Transportation Projects Within the DCHC
Planning Area
3. Resolution of Adoption and Priority List of
Transportation Projects Within the
TARPO Planning Area
INFORMATION CONTACT:
Craig Benedict, Planning Director, ext 2592
Karen Lincoln, Trans. Planner, ext. 2594
TELEPHONE NUMBERS:
Hillsborough
Chapel Hill
Durham
Mebane
732-8181
968-4501
688-7331
336-227-2031
PURPOSE: To consider priority transportation projects for inclusion in the North Carolina
Department of Transportation (NCDOT) 2007-2013 Transportation Improvement Program (TIP),
BACKGROUND: Biennially, the North Carolina Board of Transportation (BOT) adapts a multi-
year State Transportation Improvement Program (STIP) that specifies needed transportation
improvements across the state, The next STIP will be for FY 2007-2013 and the public hearing
process has been changed from October -November, 2005 to April -May, 2005, NCDOT,
because of the short time frame, suggests that local jurisdictions submit priority lists developed
for the 2006-2012 TIP plus any new projects that those jurisdictions may wish to add,
The process starts with local jurisdictions drafting local transportation priority lists, which are
then submitted to the regional transportation planning agencies (Durham-Chapel Hill-Carrboro
Metropolitan Planning Organization (DCHC MPO) and Triangle Area Rural Planning
Organization (TARPO), The transportation advisory committees (TAC) of each of those
agencies then endorse a prioritized list of projects that each submits to NCDOT. Federal and
state regulations provide for public input into the process,
At the BOCC/Planning Board work session on February 28, 2005, Planning Staff reported on
efforts at preparing a priority list of transportation projects for the 2007-2013 TIP. This included
comments received from various advisory boards with an interest in transportation issues.
Using Orange County's 2006-2012 TIP Priority List as the starting paint, and taking into
consideration the comments of advisory boards, the BOCC formulated the attached lists for
projects within the DCHC MPO and TARPO portions of the County (Attachments 1 and 2,
respectively),
FINANCIAL IMPACT: There is na financial impact associated with this item,
