ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: March 15, 2005
Action Agenda
Item No. 5 - ~
SUBJECT: Endorsement of Orange County's Hosting of Citizen Corps Council Conference
DEPARTMENT: Emergency Management PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):
None
INFORMATION CONTACT:
Jack Ball, ext 3030
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider endorsing a request from the Governor's Office that Orange County
host a statewide conference for Citizen Corps Councils (CCC) and related volunteer programs
to be held in October 2005.
BACKGROUND: Orange County Emergency Management (OCEM) has been asked by the
Governor's Office to host a statewide conference for Citizen Corps Councils and related
volunteer programs in early October 2005. Orange County staff were asked to do this because
of the County's active and well managed Citizen Corps Council. The Governor's Office is
offering $62,000 from the 2004 Citizen Corps grant to the Ccunty to pay for the expenses. The
Citizen Corps Council is an oversight body for related programs such as Volunteers in Police
Service, Fire Corps, Neighborhood Watch, Medical Reserve Corps, and Community Emergency
Response Teams. Orange County has an active Citizen Carps Council with Medical Reserve
Carp program and Community Emergency Response Team Program,
This two day event will draw approximately 250 attendees to Orange County with approximately
100 persons staying overnight. The funding will be used to pay for facility rental, lunch, and
motel rooms for attendees, Staff are exploring the possibility of using the Friday Center for the
event, and will coordinate to ensure that Friday Center staff handle recyclable materials in an
appropriate manner (this has been a BOCC paint of emphasis for previous Friday Center-
hosted County events).
Governor's Office staff and North Carolina Emergency Management staff will provide 90 percent
of the organizational responsibility for this event, with Orange County Emergency Management
being the preliminary logistics coordinator, There will be minimal cost to the County for this
event, but positive impacts on both the County's image and local economy are anticipated.
