ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 15, 2005 <br />Action Age a~ <br />Item No. <br />SUBJECT: Bid Award: Mobile Trailer for Mass Medical Distribution/Site Area Command <br />Post <br />DEPARTMENT: Purchasing/Public Health/ PUBLIC HEARING: (YIN) No <br />Emergency Management <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Bid Tabulation Pam Jones, 245-2652 <br />Sample Trailer Photos Rosemary Summers, 245-2411 <br />Jack Ball, 968-2050 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider awarding a bid to Kraftsman, Inc, for the purchase of a Mass <br />Medicaticn Distribution Site/Site Area Command Post trailer to be shared between the Orange <br />County Emergency Management and the Orange County Health Department. <br />BACKGROUND: The United States Department of Homeland Security (DHS) awarded the <br />State of North Carolina funding for equipment, exercises, and training through the FY 2003 <br />Wartime Supplemental Appropriations bill, The program is designed to improve domestic <br />preparedness through the purchase of equipment for first responders, and providing funding for <br />training exercises and training classes, <br />The Homeland Security Grant Coordination committee composed of invitees from Chapel Hill <br />police and fire, Carrboro police and fire, UNC Public Safety, Hillsborough police, Orange County <br />Sheriffs Office, Health Department, and Emergency Management determined there was a need <br />for a Mass Medication Distribution Site trailer to assist the Orange County Health Department in <br />the event there was a need to establish an area to provide medications or vaccinations to large <br />numbers of people in the County, This need was identified through the after action reviews of <br />the countywide Silent Summer 2004 bioterrorism exercises held during June and August of <br />2004 and during the Severe Acute Respiratory Syndrome (BARS) event in .tune 2003, <br />County staff determined during the specification development phase that the trailer could serve <br />a dual purpose as a suitable site area command post in the event of a protracted emergency <br />management incident, The Ccunty departments involved in the specification development <br />include the Department of Emergency Management, Health Department, and Inspections and <br />Planning -Electrical Inspections section, <br />
